2019-2020 Departmental Sustainable Development Strategy
1. Context for the Departmental Sustainable Development Strategy
Although the Royal Canadian Mounted Police is not bound by the Federal Sustainable Development Act and is not required to develop a full departmental sustainable development strategy, the Royal Canadian Mounted Police adheres to the principles of the Federal Departmental Sustainable Development Strategy (FSDS) by implementing the Policy on Green Procurement.
The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, the Royal Canadian Mounted Police supports sustainable development by integrating environmental performance considerations into the procurement decision-making process through the actions described in the "FSDS goal: low-carbon government" table in section 2 below.

3. Integrating sustainable development
The expected results for the majority of the goals listed above are related to the environmentally responsible acquisition, use, and disposal of goods and services.
Green procurement and sustainable development policies and practices exist within the department.
Planned activities include continuing to increase training and support for green procurement, engaging stakeholders by communicating our goals, monitoring, and reporting on progress while looking for opportunities to further integrate sustainable development and environment considerations into the procurement planning and decision making. Future changes to policies and practices will be reviewed and incorporated into internal policies and practices, subject to operational requirements when practicable.
The Royal Canadian Mounted Police will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its Strategic Environmental Assessment (SEA) process. An SEA for policy, plan or program proposals includes an analysis of the impacts of the given proposal on the environment, including on FSDS goals and targets.
Public statements on the results of the Royal Canadian Mounted Police's assessments are made public when an initiative that has undergone a detailed SEA is announced. The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision-making.

Methodology The goal and target for using consolidated procurement instruments for desktops, laptops and printers has been removed this fiscal year. The RCMP no longer has authority to make the purchases, and all orders for laptops, desktops and printers not available on standing offer must be processed by SSC. As such, the target of 85% from fiscal year 2016-2017 is no longer measurable and no longer provides the expected results. In the event that full procurement authority from SSC is delegated to RCMP in the future, this goal and target may be reinstated. |
