The terms and conditions were renewed by the Minister of Public Safety for the 2022-23 fiscal year for the Firearms Funding Program for Opt-in Provinces and Territories. As well, the Minister of Public Safety approved the elimination of a period of validity from the terms and conditions so that they no longer expire.

Purpose and objectives of transfer payment program
Firearms Funding Program for “Opt-in” Provinces and Territories

Section 95 of the Firearms Act allows the Minister of Public Safety, with the approval of the Governor in Council, to enter into agreements with provinces and territories that opt to designate a Chief Firearms Officer for the administration of the Act in their jurisdiction. The agreements compensate provinces for costs incurred to administer:

  • firearms licences for individuals and businesses;
  • transfers of prohibited or restricted firearms;
  • authorizations to transport and authorizations to carry firearms;
  • authorizations for shooting clubs and shooting ranges; and
  • designating instructors to deliver firearms safety training.
Aboriginal and/or Other Communities and Organizations
The purpose and objectives of the Aboriginal and/or Other Communities and Organizations funding program are for the Canadian Firearms Program to collaborate with Indigenous communities and groups, and/or other not-for-profit, non-Indigenous groups, including national, provincial and territorial agencies and organizations, in order to provide support, information, and education that facilitate the application of and compliance with the Firearms Act.
Expected results

Firearms Funding Program for “Opt-in” Provinces and Territories

Expected result
Eligibility screening of firearms clients, through licensing, promotes responsible firearms ownership.
The provincial governments will effectively administer the Firearms Act in their jurisdictions by providing the required services, as listed in the Service Delivery Model for each agreement, in a timely and efficient manner to all firearms clients.
Performance measures
A service standard of 35 calendar days to complete the initial review of a submitted application for service fees impacted by the Service Fees Act.
Monitoring
Recipients are required to report to the Canadian Firearms Program on various aspects of delivery and administration of the Firearms Act as defined in each specific agreement.

Aboriginal and/or Other Communities and Organizations

Expected results
Increase safety benefits for Indigenous and non-Indigenous individuals and communities; funding recipients use contribution funding effectively and efficiently.
Performance measures
The number of communities and individuals reached through the funding program; a review of results achieved compared with the contribution agreement work plan and reporting requirements.
Monitoring
This will vary with the scale, timing, and performance measures for a specific Aboriginal and/or Other Communities and Organizations project. All agreements of this type require funding recipients to report to the RCMP on their activities and their results, which may include the number of safety courses delivered, the number of individual’s safety certified, and the number of firearms-related public education campaigns conducted.

The evaluation of the Transfer Payment Program Contributions to the Canadian Firearms Program was conducted by the RCMP between January 2019 and September 2020. The evaluation was national in scope and covered the five-year period beginning April 1, 2014 and ending March 31, 2019.

Provinces and territories that opt to designate a Chief Firearms Officer for the administration of the Firearms Act in their jurisdiction. Currently there are seven provinces that have opted to designate a Chief Firearms Officer.

Indigenous communities and groups, and (not-for-profit) non-Indigenous groups, agencies, and organizations.

Firearms Funding Program for “Opt-in” Provinces and Territories
There is an annual meeting of all Chief Firearms Officers – both opt-in (provincially appointed) and opt-out (federally-appointed) – to discuss emerging issues about the administration of the Firearms Act. A monthly teleconference of managers from all jurisdictions is also held to discuss operational issues and promote dialogue and consistency in business operations.
Aboriginal and/or Other Communities and Organizations
The RCMP, in collaboration with provincial/territorial Chief Firearms Officers from across the country, solicit funding proposals from prospective recipients through a variety of communication networks and channels.

Purpose and objectives of transfer payment program
This program significantly contributes to the higher level expected results of the organization’s mandate in that it protects members of the organization in a real way in the event they become disabled as a result of carrying out the duties and activities associated with endeavouring to ensure a safe and secure Canada. It provides both financial and health care assistance to members of the RCMP and their families in the event of injuries/illness and/or death occurring to members as a consequence of their duties.
Expected results
Eligible members are appropriately compensated for the non-economic effects of a service-related illness/injury and/or death.

Purpose and objectives of transfer payment program
The Pension Continuation Act is a defined benefit pension plan whose purpose is to provide a lifetime benefit for RCMP members and, at their option through a separate Fund, their survivors. It provides for the payment of pensions to Officers, Non-Commissioned Officers, and Constables engaged prior to March 1, 1949, except those who elected to come under the RCMP Superannuation Act. The Pension Continuation Act is predecessor to this Act.
Expected results
To provide a pension benefit for life to eligible RCMP pensioners and survivors.

Purpose and objectives of transfer payment program

The program supports lateral initiatives related to law enforcement, public relations, and relationship building with communities, and provides grants to not-for-profit organizations for the purpose of crime prevention, crime awareness, and training.

Attendance at a training or developmental activity offered by the Canadian Police College by personnel of Canadian police services other than the RCMP increases the level of competencies within the national police community. Attendance by personnel of foreign police services at a training or developmental activity offered by the Canadian Police College facilitates international relationships to advance Canadian investigations abroad and combat transnational criminality. It also offers opportunities for police personnel from different jurisdictions to share skills and techniques, and to network in the advancement of policing techniques to a nationally consistent level.

Expected results
Expected results include receiving applications from not-for-profit organizations and members. Further, using all of the allocated funding towards initiatives that serve the purpose of the fund.

Initiatives to engage applicants and recipients
Before every cycle of the Family Violence Initiative Fund, a message is sent to the Criminal Operation Officers to advise members that the fund is open. Further, social media posts are made to inform the general public. This includes creating posts on Twitter, Facebook, and Instagram. Additionally, the internal InfoWeb and the RCMP Family Violence Initiative Fund website are updated to display the opening and closing of application callouts.

The Survivor Income Plan provides compensation to survivors of Regular and Civilian Members who suffer a duty-related death and was designed to replicate an income level for survivors equal to that which the member would have received had they survived.
