2021 Gender and Harassment Advisory Committee Annual Report - C Division
Background
Advisory committees in C Division, including the GHAC, did not meet in 2020 due to the COVID 19 pandemic. However, C Division maintained some key activities, as detailed in this report.
Objectives
Increase the knowledge and understanding of C Division employees regarding the RCMP's vision of equity, diversity, inclusivity, gender equality and harassment. Foster and promote an inclusive and respectful workplace to support employee health and wellness.
Current situation
The various committees dedicated to equity, diversity, inclusivity, gender equality and harassment have been grouped together under the GHAC in C Division. Activities completed in 2020 are listed in Appendix A.
Next steps
In 2021, C Division will continue to initiate, participate in and promote events related to equity, diversity, inclusivity, gender equality and harassment. GHAC activities should resume in the early months of the year. We are awaiting the launch of the new national recruiting campaign to fill our vacancies (4).

Contexte
Au cours de l'année 2020, en raison de la pandémie liée à la COVID-19, il n'y a eu aucune réunion formelle des différents Comité consultatifs à la Division C incluant les activités du CCEGH. La Division C a cependant maintenu certaines activités pertinentes qui sont d'ailleurs détaillées au présent document.
Objectifs du CCEGH
Accroître les connaissances et la compréhension des employés de la Division C quant à la vision de la GRC en lien avec l'équité, la diversité, l'inclusion, l'égalité des genres et le harcèlement. Favoriser et promouvoir un milieu de travail inclusif et respectueux dans le but de veiller à la santé et au mieux-être de nos employés.
Situation actuelle
Les différents comités traitant d'équité, de diversité, d'inclusion, d'égalité des genres et de harcèlement sont désormais amalgamés au sein du CCEGH de la Division C. La liste des activités réalisées au cours de l'année 2020 est présentée à l'Annexe A du rapport.
Prochaines étapes
Au cours de l'année 2021, la Division C continuera d'initier, de participer et de promouvoir des événements liés à l'équité, la diversité, l'inclusion, l'égalité des genres et le harcèlement. Les activités du CCEGH devraient reprendre au cours des premiers mois de l'année. A cet effet, nous sommes en attente du lancement de la nouvelle campagne de recrutement nationale pour combler nos postes vacants (4).

2021 Gender and Harassment Advisory Committee Annual Report - B Division
Background
2020 has been a very unique year. With the onslaught of the COVID-19 pandemic, the Division's priorities quickly switched focus to employee protection, safety, and wellness while ensuring our operations remained intact.
A year later we are still not at 100% capacity in terms of workplace repatriation. Many employees, especially in the operations support and administrative roles, continue to work remotely. Consequently, bodies such as our GHAC and other councils have been put on hold until such time as capacity can be once more returned to normal.
Generally, we are looking at meeting the objectives we set in our last year's Annual Report.
Objectives
- Recruit and educate new members of GHAC as per the Terms of Reference.
Current status
- Meetings to be scheduled on a quarterly basis for 2021.
- While not ideal, teleconferencing will likely be the method.
- New GHAC members are still required as some have transferred, or retired.
Next steps
- Recruit additional members and Alternates.
- Work to educate employees on the importance of GHAC to minimize the perception that it is a "make-work committee".
- Develop a Divisional communications strategy to educate the employees on the need for GHAC and how it can improve their workplace.
- Encourage a more robust communications strategy from the national level to allow Divisions to educate its membership and to recruit/retain employees with an interest in advancing this committee.

2021 - Comité consultatif sur l'égalité des genres et le harcèlement - Rapport annuel - Division B
Contexte
L'année 2020 a été une année très particulière. La pandémie de COVID-19 a fait en sorte que la division a rapidement réorienté ses priorités vers la protection, la santé et le bien-être des employé(e)s tout en s'assurant que ses opérations n'étaient pas compromises.
Un an plus tard, nous ne sommes pas encore à 100 % de notre capacité pour ce qui est de la réintégration en milieu de travail. Bien des employé(e)s, surtout ceux et celles qui assument des rôles administratifs et de soutien opérationnel, continuent de travailler à distance. Par conséquent, les travaux d'organismes comme le CCEGH et d'autres conseils ont été mis en veilleuse jusqu'au retour à la normale.
En général, nous visons à atteindre les objectifs fixés dans le rapport annuel de l'an dernier.
Objectif
- Recruter des membres du CCEGH et les former, conformément au mandat.
Situation actuelle
- Des réunions seront prévues tous les trimestres pour 2021.
- Même si ce n'est pas idéal, les réunions se tiendront probablement par téléconférence.
- Il faut encore recruter des membres, car certaines personnes ont été mutées ou ont pris leur retraite.
Prochaines étapes
- Recruter des membres supplémentaires et des personnes pour les remplacer.
- Enseigner aux employé(e)s l'importance du CCEGH pour réduire au minimum la perception qu'il s'agit d'un « comité futile »
- Élaborer une stratégie de communication divisionnaire pour renseigner les employé(e)s sur la nécessité du CCEGH et sur la façon dont il peut améliorer leur milieu de travail.

Season 1: Who killed Misha Pavelick?
May long weekend camping get-togethers are a common Saskatchewan teen tradition. They often mark the end of a Prairie winter, the approach of warm weather and the impending end of the school year. But one high school gathering stands out in Southern Saskatchewan's recent history, when celebrations at a campground near Regina Beach turned tragic and a young Regina man's life was cut short. Nineteen-year-old Misha Pavelick was stabbed during an altercation and died on May 21, 2006.
15 years have passed. His killer – or killers – have never been charged.
The Saskatchewan RCMP continues to work diligently to make an arrest in this case. "That's 15 long years of looking over your shoulder wondering: is today the day when the police come arrest you," says Cpl. Marcus Crocker, lead for the RCMP Historical Case Unit's (HCU) investigation. "Every time you see a police officer, a police car, or somebody in uniform, what's going through your head?"
What is the missing piece investigators need to solve this crime and hold someone accountable for Misha's death? Who Killed Misha Pavelick is a three-part podcast detailing the homicide of this beloved son, brother and friend. It's the first season in a new Saskatchewan RCMP-created podcast, Saskatchewan RCMP 10-36: On Duty. It features the voices of Saskatchewan RCMP officers directly involved in the investigation, as well as Misha's loved ones and other RCMP experts. All of them are hoping telling this story will encourage someone to bring forward a critical piece of information.
"It's one big, giant puzzle and anything regarding Misha and that weekend and that evening and after what happened is important," Cpl. Crocker says. "It could be that piece that we need that progresses this file ahead. So any information is important."

The Saskatchewan RCMP Historical Case Unit is investigating the death of Misha Pavelick. Misha was stabbed at a gathering at a campground in Saskatchewan, Canada, in 2006.
