I am pleased to disclose the raw data arising from the Professional Responsibility Sector's Legislative Reform Initiative – Second Year Review ("the 2016 PRS Review"). The PRS Review provides me and the senior management team of the Force an overview of the accomplishments, progress and challenges facing the RCMP as we closed out year two of our reform initiative concerning conduct, harassment, public complaints, grievances and appeals.
On November 28, 2014, significant legislative reform was brought about by the coming into force of the Enhancing Royal Canadian Mounted Police Accountability Act (Accountability Act). The Accountability Act significantly amended the RCMP's governing statute, the Royal Canadian Mounted Police Act.
As a result of the new legislation, PRS was created to oversee the RCMP's conduct management, harassment investigation and resolution, public complaints, and grievance and appeals processes. PRS promotes the RCMP's vision for a comprehensive responsibility-based workplace regime that promotes professional, values-based decision-making and behaviour across the organization.
The results of these efforts are highlighted below and I encourage you to read the full presentation for a more detailed account of how we are measuring in these key areas of professional responsibility. While the new regime remains in its infancy, we are pleased by the progress to date, and will continue to track and monitor our results, making changes suggested by those results, as we move forward.
Finally, what is particularly striking for me as I close out my service, is less what this data says to us -although obviously, it is vital information to our efforts - it's that we have succeeded in assembling, producing and transparently disclosing this data in the first place. That signals and illustrates another important element in our ongoing efforts to transform the Force. We are getting there... don't stop.

Estate law may vary from province to province. Generally, an executor has the same rights the deceased had to have firearms while the estate is being settled.
Even if you do not have a licence to have firearms, you can have a firearm left in an estate for a reasonable amount of time while the estate is being settled. If a court has prohibited you from possessing firearms, you cannot take possession of firearms left in an estate. But you are still able to act as executor and you can transfer the firearms to someone who can lawfully have them.

If you do not have a valid Canadian firearms licence, please fill out a Non-Resident Firearm Declaration. A customs officer needs to confirm it at your point of entry. This Declaration will act as a firearms licence for up to 60 days. If you are bringing a restricted firearm into Canada, ask a customs officer to confirm your Declaration before applying for an Authorization to Transport by phone.

The Aboriginal Peoples of Canada Adaptations Regulations (Firearms) help Indigenous peoples with problems they may face when obtaining a Possession and Acquisition Licence. If there are language difficulties, you can ask a translator or interpreter to complete the PAL application form. If you are unable to make a written statement on a form, someone else can write an oral statement on your behalf.
Indigenous applicants who are concerned about being refused a licence, or about having conditions placed on their licence, can ask an elder or leader for a recommendation to confirm how important it is for you to engage in traditional hunting practices. The Chief Firearms Officer (CFO) must take these recommendations into consideration.
Before applying for a licence, you must complete the firearms safety training. However, you may be able to ask for alternative safety certification. You may not need to take the firearms safety course or pass the tests if you meet one of the criteria below:
The recommendation must state the applicant has the necessary knowledge to be certified.
Under the Firearms Act, ammunition can only be transferred to a person who already has a firearms licence. However, there are eight (8) historical treaties between the Government of Canada and some First Nations. These treaties provide those First Nations with certain amounts of ammunition on an ongoing, annual basis. The Firearms Act has been adapted to permit the transfer of ammunition to beneficiaries even if they do not have a firearms licence. This ammunition is often distributed as currency. Beneficiaries must have a valid firearms licence to buy ammunition.
To get a Minor's Licence, you must:
When you turn 18, you will no longer be eligible for a Minor's Licence and you must apply for a PAL.
Note: Exceptions may be made for young children under the age of 12 (including Aboriginal minors) who need to hunt to sustain themselves and their families.

Before you can get a Minor's Licence, a Firearms Officer may interview you or your parent or guardian. Your parent or guardian must first agree and consent to the conditions under which you may use firearms.
To get this licence, you will have to take the CFSC and pass the tests unless:
A minor can still use firearms of any class without a licence if they are under the direct and immediate supervision of someone who is licensed to have that firearm. The licensed person should be near enough to the minor to take immediate action to prevent any unsafe or illegal use of the firearm.
This applies to cadets and members of other youth organizations who learn about the use of firearms, or those who take part in target practice. It also applies to young people who go hunting or who use restricted or prohibited firearms in organized shooting competitions.
Any restricted or prohibited firearm used by a minor must be registered to an adult who has a valid firearms licence for these classes of firearms.
