Investigative Recap
November 5: At approximately 10:30 a.m. Nipawin RCMP received a report of a theft from a residence on 1st Street West in Nipawin.
Investigation determined a boat and trailer had been stolen from the residence, and witnesses provided a description of the truck that took the boat. Patrols were conducted and the truck and boat were located at a residence on Tamarac Street. A firearm was located in the vehicle along with a number of other items, some of which has been confirmed to have been reported as stolen in the Nipawin area in the weeks previous.
Two males were arrested in a nearby residence.
As a result of subsequent investigation, 21-year-old Horace Kitchener of Pakwaw Lake, SK is charged with:
- one count, theft over $5,000, Section 334, Criminal Code;
- one count, possession of a weapon for a dangerous purpose, Section 88, Criminal Code;
- one count, possession of a concealed weapon, Section 90, Criminal Code;
- one count, possession of a firearm without a licence, Section 91(1), Criminal Code;
- one count, occupy a motor vehicle while a firearm is present, Section 94, Criminal Code; and
- one count, possession of stolen property under $5,000, Section 354(1), Criminal Code.
35-year-old Rudy Goulet of Nipawin, SK is charged with:
- one count, theft over $5,000, Section 334, Criminal Code;
- one count, possession of a firearm without a licence, Section 91(1), Criminal Code;
- one count, occupy a motor vehicle while a firearm is present, Section 94, Criminal Code;
- one count, possession of stolen property under $5,000, Section 354(1), Criminal Code and
- two counts, possession of a firearm while prohibited, Section 117.01(20, Criminal Code.
Investigation is ongoing. As items seized during this investigation are processed, victims who have reported stolen items will be contacted if their property is located.
November 10: On November 10, 2023, Moose Jaw RCMP received a report of the theft of a tractor from a property in the RM of Moose Jaw. Investigation determined the tractor was listed for sale on a buy/sell service on a social media platform. Officer subsequently executed a search warrant at a property on Athabasca Street East in Moose Jaw and located the trailer. It was returned to its owner.
A 24-year-old male was arrested in relation to this investigation and released on conditions pending a scheduled appearance in Moose Jaw Provincial Court on January 3, 2024. His identity can't be released until the court information is sworn.

November 14: Male wanted for manslaughter arrested
November 14: Saskatchewan RCMP Major Crimes: male charged with second degree murder
November 15: Just after midnight, Yorkton RCMP conducted a traffic stop on Smith Street East in Yorkton as part of a drug trafficking investigation. Officers located and seized approximately 15 individually-wrapped grams of suspected cocaine, unstamped tobacco and a sum of cash. A photo of the seized items is attached.
The driver was arrested. As a result of subsequent investigation, 25-year-old Hunter Seguin from Nanaimo, BC is charged with:
- one count, possession for the purpose of trafficking cocaine, Section 5(2), Controlled Drugs and Substances Act;
- one count, trafficking cocaine, Section 5(1), Controlled Drugs and Substances Act; and
- one count, possession of property obtained by crime over $5,000, Section 354(1)(a), Criminal Code.
He was also charged under the Excise Act for possessing the unstamped tobacco.
Hunter Seguin appeared in Yorkton Provincial Court on November 17, 2023.

November 15: Saskatchewan RCMP WEST asks public to report sightings of Nolan Bird
November 16: At approximately 1 p.m., an officer with Swift Current Rural RCMP observed a semi speeding on Highway #1 near Gull Lake and conducted a traffic stop. Further investigation determined the semi was hauling illegal tobacco products. The semi driver was arrested.
Saskatchewan RCMP's Swift Current Saskatchewan Trafficking Response Team (STRT) and Moose Jaw Crime Reduction Team (CRT) obtained and executed a search warrant in the semi and attached trailer. They located approximately 42,000 cartons of illegal cigarettes.
As a result of continued investigation, 46-year-old Michael Weins from Aldergrove, BC is charged with:
- one count, possession of unstamped tobacco, Section 121.1(10, Criminal Code;
- one count, possession of unstamped tobacco products, Section 32(1), Excise Tax Act; and
- one count, possession of unmarked tobacco, Section 11(8), Tobacco Tax Act.
Michael Weins is scheduled to appear in Swift Current Provincial Court on January 17, 2024.
Melfort RCMP asks for public assistance in vehicle break-in
On August 22, 2023, Melfort RCMP received a report of a break-in at a business on Burrows Avenue West in Melfort. Investigation determined at approximately 9:30 p.m. on August 21, 2023, a male and a female broke into a vehicle parked at the business and stole unidentified items inside it. The vehicle was damaged as a result of the theft.
Melfort RCMP continues to investigate and asks members of the public to contact police if they recognize the individuals in the attached photo, or have any information about this incident.
The male is described as approximately 6' or taller. He was wearing a grey hoodie and black basketball shorts. The female is described as approximately 5'4" to 5'8" tall and was dressed in all black clothing.
