Seek out alternative policing approaches that address local needs and integrate community, health and social services
The RCMP is looking for ways to improve and expand its policing model and service delivery options to reflect evolving expectations across Canada.
The Enhanced Service Delivery (ESD) working group is exploring ways to effectively align police skills and expertise with existing and emerging community safety issues, while considering new approaches based on collaboration, information sharing, analysis and active coordination.
The ESD working group is considering a combination of proven and innovative delivery models. Engagement with regular members, special constable members, civilian employees, and volunteers, as well as a variety of external professionals, will help ensure these models meet the safety needs of community members.

Whether it relates to responding to persons in crisis, adapting to the use of technology in crime, or dealing with the ever-growing complexity of major investigations in a connected world, it is crucial that police organizations look at new ways of working and take advantage of opportunities to leverage other community services to meet modern needs.

Update
The Enhanced Service Delivery (ESD) working group developed guiding principles for enhanced service delivery and identified staffing options.
The working group continues to focus on developing Call-Back Units to investigate non-urgent calls for service. A draft "National Guidance Instrument for Call Back Units" has been shared with Divisions.

Update
The initial focus of the working group is the development of Call-Back Units (CBUs), a nationally approved model that investigates non-urgent calls for service to alleviate the pressures on frontline operational members. The ESD working group is establishing national guidelines to support the creation of these new units across the RCMP.
CBUs will be staffed by police officers whose primary duty is to respond to and investigate files that do not require on-scene attendance for issues that can be more efficiently dealt with remotely. This provides a more efficient and effective method to manage non-urgent, lower priority calls for service.
CBU duties can be performed by regular members with a variety of mobility or medical restrictions and can provide meaningful operational work during a period of rehabilitation and reintegration.

Update
The Enhanced Service Delivery Model was presented to RCMP Senior Management Policy Committee on June 8, 2021. Once an organizational lead has been identified to continue work on service delivery options, next steps will involve the establishment of a working group to begin developing consultation and implementation plans.
